The Japanese government has largely resorted to the maintenance and establishment of labor relations laws and regulations to tackle the problems of unemployment. These governmental measures have increased the number of job openings in society as a whole. In other words, governmental measures have generated or created employment opportunities. Academic research into this area has focused on job creation and job destruction, largely from within the realm of economic studies. Despite the importance that job creation should be as a focus of research in management studies, especially in Human Resource Management (HRM), there is a dearth of conceptual studies in this area. Even in HRM studies, there is no clear distinction made between job generation and job creation.
